Abstract: Through the articles, especially the letters sent to the education sector in period 1945 - 1968, the viewpoints on the education and training of Ho Chi Minh were showed clearly. This article analyzes and clarifies viewpoints of Ho Chi Minh on the education and training, thus contributing to the development of the education and training in Vietnam in the context of fundamental and comprehensive education reform today.

Abstract: Promoting the role of human resource in industrialization is the most important task of our country in current period. The article analyses situation of human resource and the education management at ethnic minority and moutainous areas. Additionally, the article suggests solutions for innovation of the education management in order to train high quality human resource for the areas to meet demands of socio-economic development.

The proposed implementation system and quality criteria, the capacity of primary school principals to ensure harmony between the general requirements and specific requirements taking ideological, political, moral, lifestyle, personality, qualifications, professional, pedagogical skills, management skills and other standard elements.
