Abstract: In this article, on the basis of theoretical research and especially through the process of fostering information-technology-applying skills for students and teachers of Mathematics in high schools, we have identified the 5 information-technology-applying skills needed by high school Math teachers, each skill is divided into 3 levels to be able to quantify and evaluate; since then, we have proposed 5 measures to form and develop the skills in applying information technology in teaching Mathematics for Math students in pedagogical colleges and math teachers in high schools.

Abstract: This paper analyzes and evaluates the current situation of teacher training in these institutions to points out the causes of the shortcomings as well as inadequacies of in-service teacher training programs, and then proposes solutions to enhance teacher training competencies of education universities/faculties in Mekong Delta region in alignment with the requirements of fundamental and comprehensive education reform in Vietnam.
