Abstract: This article discusses the issue of teacher competency, teacher retraining, and training
strategies in Viet Nam in order to adapt future changes in teacher competency requirements. The author presents some strategic measures, recommendations, suggestions for adjustments and changes in the teacher training and fostering programs, especially the relationship between training and retraining, the position and role of the teacher training university.
