Abstract: Test and assessment of learning outcome of learners are important phases of teaching process. Today, traditional test and assessment methods still outweigh modern ones, thus this affects directly learning outcome of learners. Therefore, building theoretical issues on test and assessment of learning outcome of learners towards competence approach and fulfilling these test and assessment techniques in higher education and vocational training institutions in Vietnam is required with aim to improve quality of education and training and meet requirements international integration.

This study aims to assess the status of training management in Engineering - Technology Secondary School, which proposes management measures in accordance with results-based approach. The measures proposed by us are new and assessed to be urgent and feasible, to meet the requirements of improving the quality of vocational training in the current period.
