Tóm tắt: Abstract: To develop the content of teacher training programs, it is advisable to take into account the knowledge and skills to promote cooperation and consensus, and to boost the development of the whole staff and organization, rather than just focus only on individual teacher’s personal development, but we must also. Asssessment of teacher development aims at evaluating human development. Therefore, its result must integrate the core elements of personel quality. The integration and quantification of these elements into an evaluation index is important to the management and development of teachers. This article sets out the guideline for teacher management using human resource theory and introduces a method for assessing the development of teachers by index.
